Ruzizi 2 OSBP Infrastructure Upgrade

At Ruzizi 2 smaller-scale traders are underserved and prefer to use Ruzizi premier. Border offices on both sides of the border and the bridge will be upgraded. The offices will be supplied with water, power and appropriate office furniture. The current cross border market facility will be upgraded on the Bukavu side of the border to accommodate traders’ needs. This simple structure will facilitate commerce at the border post. Currently many traders are forced to sell on the side of the road as existing infrastructure is full. The road connecting the border post to the city of Bukavu is in a poor condition and in need of upgrade to reduce the damage to vehicles, as well as time and cost of moving goods along a relatively short distance. Under this programme the section of road that feeds in Ruzizi 2 border post (approximately 2.7km long each), will be upgraded including all necessary earthworks drainage. Kalundu Port Infrastructure Upgrade

The Port is threatened by sedimentation at the port entrance. The sand bank has raised to the point where vessels accessing the port run a high risk of grounding. This also means that larger ships cannot access the port. The removal of the sand bank through dredging at the port is therefore necessary for its continued ability to service larger vessels. Kasenyi Port Infrastructure Upgrade

The Lake Albert providing access over water for trade to the city of Bunia and the hinterland until Kisangani. The project aims to rehabilitate the infrastructure at the Port.  The jetty will be renovated with the first 112 meters requiring a small amount of refurbishment but generally considered to be sound. The top surface of this 112 meters will be paved with reinforced concrete. The old fixed crane structure and rails crane will be dismantled and removed from the site. CMS- Asycuda World

Many Customs offices in East DRC still on ASYCUDA ++ or are still using a manual system to clear goods. TMA in partnership with the Directorate General of Customs (DGDA) and UNCTAD is supporting to fill the gap of the ASYCUDA World deployment in eastern DRC. The project is in line with TMA’s goal to reduce transport costs and times on main corridors. The project will streamline Customs procedures for faster clearance with less paperwork, increase country’s tax revenue generated from taxes on trade, provided by the DGDA increased compliance and adoption of better risk-based approaches to controlling borders. Mahagi OSBP Infrastructure Upgrade

Women in Cross Border Trade- Improving the business environment

They lack understanding on the benefits of establishing joint businesses and working together as a team.  The temporary closure of some borders has affected the livelihoods of these women traders as they now cross the border via rivers which further raises safety concerns. Transportation of vegetables through the river also leads to spoilage and therefore the traders are unable to fetch high prices. Their income based on price differences in sales of items net of daily transportation costs is very minimal for day-to-day survival. Women traders do not produce any products or add value to it. They are mere ‘intermediaries’ with lack of a broader vision to earn higher incomes. In addition, many traders are exposed to beatings, verbal insults, stripping, sexual harassment and even rape. This gender-based violence, although more prevalent in the DRC, is perpetrated on both sides of the border in Burundi, Rwanda and Uganda. Women traders report harassment from government officials, and at times from buyers, which cause delays and income losses and much of it go unreported. Lake Kivu Transport

The TMA commissioned a feasibility study for the programme in 2017 which assessed the project as being both economically and financially viable. Water transport in Rwanda is currently unexploited and TMA support will help the Government to attract investment into this mode of transport which has been found to be both cheaper and safer than road transport. TMA will support the Government of Rwanda to construct basic harbour facilities in two port towns of Rubavu and Rusizi and attract private sector investors to operate ferry services on the lake while the Government of Rwanda will secure funds internally to fund the development of Karongi and Nkora ports. The choice of these locations is based on TMA commissioned a feasibility study of 2017 which includes a comprehensive traffic survey and analysis of project benefits where transport benefits are expected to reach and $ 20.4 million as annual savings and 17.7 as a result of avoided fatalities. Rusizi II CBT programme

The border post has been characterised by old small infrastructure with no clear operational flow of goods and passenger handling. Unharmonized cumbersome procedures that do not facilitate smooth flow of business at the border post. It is expected that the modern border post will cater for the heavy truck traffic as well as smaller-scale traders. What: An OSBP is a border facility that combines two stops for national border control processing into one and consolidates border control functions in a shared space for exiting one country and entering another. The project will involve construction of an OSBP facilities office buildings, parking and inspection shed among others and implement Integrated Border Management (IBM) which brings all border authorities to work together for smooth attainment of intended results. Customs Enhancement Efficiency – AEO Scheme Digitalization
