Holili border post serves traffic to and from Northern Tanzania and the sea port of Mombasa. With the current traffic volume crossing Taveta / Holili border posts and the anticipated significant increase in traffic volume once the Voi-Taveta part of the road is upgraded, efficient movement of goods and people through the two border posts is very critical to facilitate trade within the EAC region. The increase is likely because the distance by road from Mombasa port to Himo junction in Tanzania is much shorter (about 472 kilometres) compared to the much longer distance from Dar es Salaam port to the Himo junction (about 935 kilometres). Mutukula (Tz) OSBP construction

This delay imposes serious costs on traders. They must wait longer for their import or export, pay for the truck to wait at the border, risk perishable goods losing their value and manage unpredictable transport times. What: A one stop border point is being constructed at the Mutukula border point.  This project is related to other TMA supported projects that provide: •  Improved IT infrastructure at border post; •  Harmonised working procedures on both sides of the border; and • Training for border agency staff, freight forwarders and traders. Studies have shown that the Dar es Salaam Port layouts, off-take processes, stacking arrangements and marine services are in drastic need of modernization. They must suit the needs of modern container, dry and liquid bulk handling requirements and technologies and the sharp growth in traffic and daily freight tasks. The land immediately surrounding Dar Port is also characterised by poor and inadequate infrastructure, uncoordinated development and a mushrooming of poorly regulated activities. What: The project focuses on supporting TPA to become an efficient trade gateway through public and increased private sector investment. Key outputs include; Support to TPA to undertake transformation towards a more business-oriented organisation and gradually towards a full and efficient landlord; Improved port productivity by strengthening operational procedures, cost accounting and tariff system and capacity building of staff; Support towards the Improvement in Spatial Efficiency at Dar es Salaam Port to ensure better use of space at the yards and improve roads and gates system to facilitate smooth flow of traffic; Support in completing preparatory studies to enable major Infrastructural Development activities for capacity expansion and the Dar Port Channel Improvement. Port Reitz road

The project, which is scheduled to be completed in August 2016 is expected to greatly improve the capacity and efficiency of the Port by bringing on board an extra 19,940 passenger car units (CPU) capacity by 2018 being an increase from the 2,874 CPU recorded in 2014. To support access to the Kipevu West container terminal, The Government of Kenya is currently undertaking the construction of the Mombasa Southern By pass project which is expected to be completed by 2018. In the period preceding the completion of the by-pass, the Port Reitz Road will be crucial to the Kipevu West Container Terminal as it will be the only access to the new container terminal. A traffic survey undertaken by the Kenya National Highways Agency (KeNHA) in January 2014 demonstrates that the present infrastructure in the Port Reitz area will be inadequate to meet the increased traffic demand. The survey recommends urgent expansion of the Port Reitz road into a dual carriageway. The border post has been characterised by old small infrastructure with no clear operational flow of goods and passenger handling. Unharmonized cumbersome procedures that do not facilitate smooth flow of business at the border post. It is expected that the modern border post will cater for the heavy truck traffic as well as smaller-scale traders. What: An OSBP is a border facility that combines two stops for national border control processing into one and consolidates border control functions in a shared space for exiting one country and entering another. The project will involve construction of an OSBP facilities office buildings, parking and inspection shed among others and implement Integrated Border Management (IBM) which brings all border authorities to work together for smooth attainment of intended results. Authorised Economic Operator Enterprise-Wide Risk Management System

As a result of these interventions and internal URA reforms there was tremendous improvement in service delivery, taxpayer compliance, corporate image, and URA’s revenue collection which has more than doubled over in the last 5 years. Currently, Uganda has 66 companies recognised as AEOs in Uganda and 30 companies that are regionally accredited across the East African Community. However, the AEO programme is still faced with manual processes that have made it difficult to realize the intended objective and weakened delivery of the full benefits arising from this work. This situation creates the need to automate these processes and include an element of risk assessment is necessary to improve the service delivery and further grow the AEO programme.
