Since 2004, URA has implemented a major modernization programme that has seen an increase in the collection of domestic taxes. Customs improvements have been less marked. Building on the successes of the first phase, URA is implementing a number of customs reform initiatives. What: The focus is on upgrading of the existing data processing system to bring faster clearance of cargo, improve revenue control and provide up-to-date accurate information on trade in goods. How: TMA is providing financial support to URA to implement the planned reforms and management support to ensure that the implementation plan remains on track and to the quality expected. Rwanda NTB National Monitoring Committee established

In a recent study, estimates for Kenya, Tanzania and Uganda placed the average cost of trade logistics services at the equivalent of a tax of between 25 and 40% on value-added. The key factor for the ability of a country to participate in supply chains is the efficiency of local trade facilitation and logistics services. Improving logistics performance and facilitating trade have been estimated to have positive effects in expanding country trade, increasing trade impacts of lowering remaining border barriers by a factor of two or more. For landlocked countries to increase exports, infrastructure to facilitate rapid entry is required. However, landlocked countries are challenged by a lack of sites for production, low level of skills and high costs of power. What: This project aims to enhance competitiveness in the supply chain for importers and exporters (cargo owners) in Uganda by constantly engaging with regional transport policy makers to effectively advocate for a reliable logistics environment and participating in negotiations to reduce the cost of doing business for shippers in this country. Kalundu Port Infrastructure Upgrade

The Port is threatened by sedimentation at the port entrance. The sand bank has raised to the point where vessels accessing the port run a high risk of grounding. This also means that larger ships cannot access the port. The removal of the sand bank through dredging at the port is therefore necessary for its continued ability to service larger vessels. Ntoroko Lake Port

Ntoroko port only deals with transit goods from Busia, Malaba, Kasese and Kampala towards Bunia in DR Congo. The lake port is characterised by poor lake port infrastructure, port inefficiencies which results in a poor environment for handling and processing goods and people. DR Congo is a key trading partner for Uganda, with exports including both manufactured goods and agricultural goods. Furthermore, informal trade between Uganda and DR Congo is high, in FY 2017/18 DR Congo was Uganda’s main informal trading partner with total informal export trade of USD 291.48 million. Furthermore, DR Congo has expressed interest in joining the East African Community which will further strengthen its ties with Uganda and the EAC region, necessitating improved border infrastructure to facilitate movement of people and goods. One Stop Inspection Station

What: Establishment of One stop inspection stations (OSIS) along the central corridor, specifically at Manyoni and Nyakanazi aiming at reducing transit cost and facilitate trade. Q4 of 2012 saw further strong progress in TradeMark Africa’s programme. This was corroborated by The Annual Review of the organisation carried out on behalf of its donors. The review was commissioned by Denmark and the UK, and implemented by a consulting team over a ten-day period at the end of October and beginning of November.
