Uganda electronic cargo tracking system

Part or all of this cost is passed on to the owner of goods. As a result, the cost of transport tends to increase the further inland the destination of cargo, not only because of distance but also the number of stoppages along the routes The major transit delays in the region include roadblocks by police and customs authorities, weighbridges, physical escorts and border clearance, and they vary from country to country. In Uganda, the major delays arise from physical escorts, which are considered a major non-tariff barrier in the region. URA further indicates that physical escorts in Uganda have the effect of increasing the transit period from 1 day to 3 - 4 days, effectively resulting into an estimated increase in transport costs of about $400 - $500, the additional cost paid as a result of the increase in transit period. Thus, periodic analysis of impacts at various levels, on the opportunities and ways to take full advantage of this integration and in a progressive way remain then necessary. The success of the integration process depends on the commitment of states to strengthen their economic, social and political relationship through real ownership of the process by the respective populations. It is clear that in Burundi the different stages of the process are not yet mastered, the opinion is under-informed, the content of the various existing protocols is beyond the reach of the majority of the population, and the benefits of integration have not yet been sufficiently explained. Support to the Office Burundais des Recettes (OBR)

GoB had originally commissioned GtZ and DFID to carry out a study on the modalities and potential benefits of establishing the OBR. Preparations for the OBR were informed by recommendations of the GtZ/DFID study. OBR represents a core part of GoB’s efforts to promote economic recovery and to redevelop the country. Establishing a professional Revenue Authority (RA) and improving revenue collection is essential, to increase resources for economic and social development, to create a better business environment, and to integrate Burundi properly into the EAC. What: The aim of the OBR Programme is to facilitate poverty reduction by improving revenue collection through modernized tax collection and customs administration in Burundi. How: TMA will provide financial and technical assistance to GoBto establish a semi-autonomous RA, with efficient, modern operating structures and procedures; and to establish a more effective fiscal administration. Studies have shown that the Dar es Salaam Port layouts, off-take processes, stacking arrangements and marine services are in drastic need of modernization. They must suit the needs of modern container, dry and liquid bulk handling requirements and technologies and the sharp growth in traffic and daily freight tasks. The land immediately surrounding Dar Port is also characterised by poor and inadequate infrastructure, uncoordinated development and a mushrooming of poorly regulated activities. What: The project focuses on supporting TPA to become an efficient trade gateway through public and increased private sector investment. Key outputs include; Support to TPA to undertake transformation towards a more business-oriented organisation and gradually towards a full and efficient landlord; Improved port productivity by strengthening operational procedures, cost accounting and tariff system and capacity building of staff; Support towards the Improvement in Spatial Efficiency at Dar es Salaam Port to ensure better use of space at the yards and improve roads and gates system to facilitate smooth flow of traffic; Support in completing preparatory studies to enable major Infrastructural Development activities for capacity expansion and the Dar Port Channel Improvement. This high growth has put a strain on existing port infrastructure, necessitating costly investments to improve operations and service delivery. Despite the efforts by Kenya Ports Authority (KPA) to expand capacity and improve efficiency in cargo handling, the port still faces capacity constraints and service delivery challenges. These include low labour productivity, poor cargo off take by rail and road, cargo clearance delays, lack of full automation, operational wastages and poor resource utilization. These are compounded by changing ship technology; poor urban planning around the port; a changing legal and policy environment; corruption occurring along the Northern Corridor. What: TMA and KPA have agreed on a programme of activities to provide KPA with additional capacity to handle increasing demand which include: Legal and Regulatory Revision; Port-wide Productivity Improvement; Infrastructure and Facilities Improvement; Preliminary analysis of the Mombasa Dry Port Initiative; Supporting KPA’s communications with all key stakeholders, decision-makers and communities; Mitigation and adaptation to climate impacts at the Port. South Sudan Customs Management Reforms

The report identified a number of “immediate critical actions”. These actions are considered essential before, or immediately after, independence to ensure that South Sudan takes steps towards establishing a fully functioning Customs Service. Customs is recognised as a key priority of GOSS as it takes steps to reduce its over-reliance on oil revenue by building up alternative revenue sources, especially customs duties. What The project aims at supporting the South Sudan Customs Services (SSCS) to become an effective and efficient agency able to support its government's objective of diversifying its revenue incomes while facilitating trade. It is estimated that 25% of the delays at Nimule border point are caused by poor infrastructure and 75% is by poor facilitation. Given that road transport will be the most suitable option for South Sudan for the next 10 years and the confirmation by the government of Uganda that the road from Gulu to Nimule will be completed by early 2015, there is need to develop an Integrated Border Management system and adequate personnel training to deal with the expected increase in traffic. What: The project focuses on setting up the institutional and legal framework necessary for collaboration in border management at inter-agency and bilateral levels, reviewing and implementing one stop border post procedures, training border agency officials, and installing ICT networks, hardware, furniture and equipment. The existing NTBs have also created a mechanism which funds government institutions and a culture which also includes the possibility of corruption. In Tanzania, foreign-registered cargo trucks are required to pay US$ 500 to the Tanzania Revenue Authority (TRA) on each entry, in addition to annual fees of S$600. This makes eliminating NTBs one of the highest priorities for the EAC Secretariat and member states. Most significantly, Tanzanians have an inadequate understanding of the integration process and associated benefits. Successful attempts to influence the government must be anchored on comprehensive evidence and well-argued policy position papers. CSOs have expressed a strong need for support research and capacity development on trade-related issues. What: This project by FCS intends to improve the level of understanding of the EAC RI processes to the Tanzania CSOs of which it will further result in an improved level of engagement of the CSOs in these processes.
