Kagitumba OSBP IBM

Prolonged waiting times at the Kagitumba/Mirama Hills border posts which is a major contributor to high transport costs can be attributed to insufficient quality and quantity of technical equipment and complicated procedures focused on centralized control, and multiple border organizations working in isolation. This leads to inconsistencies in the way goods are handled on a day-to-day basis, resulting in poor revenue collection, and poor phyto-sanitary and standards management. What: The project focuses on setting up the institutional and legal framework necessary for increasing collaboration in border management at inter-agency and bilateral levels, reviewing and implementing one stop border post procedures, training border agency officials, and installing ICT networks, hardware, furniture and equipment. How: TMA is providing funding and technical support to facilitate implementation of integrated border management systems at Taveta border post jointly with the border agencies. Tunduma OSBP construction

The overall aim is to facilitate the efficient cross border movement of trucks/vehicles, goods and persons. What: A one stop border post is being constructed at the Tunduma border point. Key outputs: Improved border post and IT infrastructure (Integrated Border Management). Harmonized working procedures on both sides of the border. Training for border agency staff, freight forwarders and traders. How: TMA is providing full funding for the construction of the OSBP and is working with relevant border agencies to set up mechanisms for integrated border management. Harmonization of customs procedures is undertaken by a joint task force of experts from Tanzania and Zambia. The project is implemented in coordination with other ongoing initiatives of the World Bank, JICA, USAID, the African Development Bank and the European Union. UNBS and MIT improve testing

Uganda has begun work on strengthening and promoting the use of quality standards and infrastructure through the SIDA and EU-funded Quality Infrastructure and Standards Programme (QUISP). Current funding indicates a deficit of €4m against a budget of €9m, out of which TMA will be funding the amount of US$1.6m. The Ministry of Trade and Uganda National Bureau of Standards have expressed the importance for TMA to work within existing mechanisms such as QUISP in supporting implementation of standards in Uganda. What: Promote the use of standards and quality infrastructure so as to improve the competitiveness of Uganda’s products, processes and service delivery systems in domestic, regional and international markets.
