Prolonged waiting times at the Kagitumba/Mirama Hills border posts which is a major contributor to high transport costs can be attributed to insufficient quality and quantity of technical equipment and complicated procedures focused on centralized control, and multiple border organizations working in isolation. This leads to inconsistencies in the way goods are handled on a day-to-day basis, resulting in poor revenue collection, and poor phyto-sanitary and standards management. What: The project focuses on setting up the institutional and legal framework necessary for increasing collaboration in border management at inter-agency and bilateral levels, reviewing and implementing one stop border post procedures, training border agency officials, and installing ICT networks, hardware, furniture and equipment. This high growth has put a strain on existing port infrastructure, necessitating costly investments to improve operations and service delivery. Despite the efforts by Kenya Ports Authority (KPA) to expand capacity and improve efficiency in cargo handling, the port still faces capacity constraints and service delivery challenges. These include low labour productivity, poor cargo off take by rail and road, cargo clearance delays, lack of full automation, operational wastages and poor resource utilization. These are compounded by changing ship technology; poor urban planning around the port; a changing legal and policy environment; corruption occurring along the Northern Corridor. Nimule OSBP Construction

The border is extremely slow, and Nimule takes an average of four days to process imports. This delay imposes serious costs on traders. These time delays can be attributed to inadequate border infrastructure, insufficient quality and quantity of technical equipment, poor border design, complicated procedures based on centralized control, and multiple border organisations working in isolation. What: TradeMark Africa is financing an OSBP at Elegu, Uganda, and modernising and extending the facilities at Nimule, South Sudan. How: TMA will provide full funding for the construction of the OSBP. Harmonisation of customs procedures will be undertaken by a Joint Task Force of Experts from the two countries concerned and supported by TradeMark Africa. Studies have shown that the Dar es Salaam Port layouts, off-take processes, stacking arrangements and marine services are in drastic need of modernization. They must suit the needs of modern container, dry and liquid bulk handling requirements and technologies and the sharp growth in traffic and daily freight tasks. The land immediately surrounding Dar Port is also characterised by poor and inadequate infrastructure, uncoordinated development and a mushrooming of poorly regulated activities. What: The project focuses on supporting TPA to become an efficient trade gateway through public and increased private sector investment. Corridor Diagnostic Study of the Northern and Central Corridors of East Africa

This report provides a diagnostic study of the current conditions and performance at the ports of Dar es Salaam and Mombasa, stressing capacity constraints and low productivity. An integration program is proposed as a short-term solution to alleviate such capacity constraints; by transferring cargo handling at the marine terminals container yards to near port Inland Container Depots (ICDs). Both ports have master plans including long-term development projects, including new container terminals, which would ease capacity constraints and increase berth productivity considerably. However, the issues around congestion at these ports can cause significant obstacles to port operations until these projects are completed, with new terminals expected to be commissioned at least 3 – 5 years or 2013 - 2015. The ICD Integration Program could address these issues effectively, ensuring smooth operations at these ports in the interim.

It is estimated that 25% of the delays at Nimule border point are caused by poor infrastructure and 75% is by poor facilitation. Given that road transport will be the most suitable option for South Sudan for the next 10 years and the confirmation by the government of Uganda that the road from Gulu to Nimule will be completed by early 2015, there is need to develop an Integrated Border Management system and adequate personnel training to deal with the expected increase in traffic. Border Posts, Checkpoints, and Intra-African Trade: Challenges and Solutions

This paper explores the extent to which inefficient border posts and checkpoints in many African countries are contributing to low intra-regional trade activity. The paper found that improving and harmonizing customs procedures as well as addressing corruption and other illicit practices that take place at checkpoints can significantly reduce the cost of trade and increase government revenues.

The Picture: An update on Economic Corridor projects, October 2012

The One Stop Border Post concept is gaining in popularity among government agencies and the private sector in East Africa especially since its implementation impacts positively on the region. As a sub set of the larger, but less well known Integrated Border Management (IBM) concept, One Stop Border Posts are being implemented in well over 50 border crossings in Africa. TradeMark Africa is funding the implementation of the OSBP concept at Taveta and Busia in Kenya; Busia, Mutukula, Mirama Hills and Elegu in Uganda; Mutukula, Holili, Tunduma and Kabanga in Tanzania; Kobero in Burundi and at Kagitumba in Rwanda. TradeMark Africa’s approach involves direct investment in infrastructure, both in buildings and civil works at the border posts listed above.
