One Stop Border Post at Taveta (Kenya) / Holili (Tanzania)

Operationalising the Taveta/Holili border is expected to increase with the construction of a new Voi-Arusha road passing through the two border points, stretching the capacity of the current infrastructure and operations and increase waiting time for import and export processing. Increased delays create costs for traders. Holili border post serves traffic to and from Northern Tanzania and the sea port of Mombasa. With the current traffic volume crossing Taveta / Holili border posts and the anticipated significant increase in traffic volume once the Voi-Taveta part of the road is upgraded, efficient movement of goods and people through the two border posts is very critical to facilitate trade within the EAC region. The increase is likely because the distance by road from Mombasa port to Himo junction in Tanzania is much shorter (about 472 kilometres) compared to the much longer distance from Dar es Salaam port to the Himo junction (about 935 kilometres). This high growth has put a strain on existing port infrastructure, necessitating costly investments to improve operations and service delivery. Despite the efforts by Kenya Ports Authority (KPA) to expand capacity and improve efficiency in cargo handling, the port still faces capacity constraints and service delivery challenges. These include low labour productivity, poor cargo off take by rail and road, cargo clearance delays, lack of full automation, operational wastages and poor resource utilization. These are compounded by changing ship technology; poor urban planning around the port; a changing legal and policy environment; corruption occurring along the Northern Corridor. These time delays can be attributed to inadequate border infrastructure, insufficient quality and quantity of technical equipment, poor border design, complicated procedures based on centralized control, and multiple border organisations working in isolation. Corridor Diagnostic Study of the Northern and Central Corridors of East Africa

This report provides a diagnostic study of the current conditions and performance at the ports of Dar es Salaam and Mombasa, stressing capacity constraints and low productivity. An integration program is proposed as a short-term solution to alleviate such capacity constraints; by transferring cargo handling at the marine terminals container yards to near port Inland Container Depots (ICDs). Both ports have master plans including long-term development projects, including new container terminals, which would ease capacity constraints and increase berth productivity considerably. However, the issues around congestion at these ports can cause significant obstacles to port operations until these projects are completed, with new terminals expected to be commissioned at least 3 – 5 years or 2013 - 2015. The ICD Integration Program could address these issues effectively, ensuring smooth operations at these ports in the interim.
