Conversely, key potential PSO partners face daunting internal governance challenges. PSOs don’t engage effectively in the integration process and have limited formal institutional engagement with public sector agencies. Most significantly, Tanzanians have inadequate understanding of the integration process and its associated benefits. Successful attempts to influence the government must be anchored on comprehensive evidence and well-argued policy position papers. PSOs have expressed a strong need for support research and capacity development on trade-related issues. What: This project through TPSF is designed to overcome existing challenges of lack of knowledge and understanding about the EAC processes; lack of productive capacities; the existing NTBs imposed by national authorities as well as those imposed by the regional partners; high costs of doing business in Tanzania; lack of business acumen among Tanzanians; low quality of products/services, lack of confidence; and poor government/policies to assist local and eventually cross border businesses. This information and documentation often has to be submitted through several agencies, each with their own specific (manual or automated) systems and paper forms. These extensive documentation requirements, together with their associated compliance costs, constitute serious challenges to both the government and the business community and constitute non – tariff barriers (NTBs) to the development of intra-regional and international trade. Increasingly, failure by horticultural producers to adhere to restrictions and quality control measures has led to a decline in exports to the EU market, for example. According to the Ministry of Agriculture, the volume of horticulture exports to the EU market dropped by 30 per cent from 4,143 tons in the year 2014 to 3672 tons in the year 2015. This drop is partly attributed to: Inadequate skills in compliance Low capacity in quality management by small scale farmers to comply with stringent market requirements Weak traceability system and lack of information on new emerging markets.   The project will support the Kenyan Horticulture industry to thrive and farmers to access markets. The first quarter of 2012 saw continued good progress across the TradeMark Africa programme. One area of particular progress was in facilitating stronger linkages and exchange between TradeMark Africa and its partners, and between TradeMark Africa partners.

Recent discoveries of oil and gas by Kenya, Tanzania, and Uganda raise issues for the proposed EAC monetary union, not least for the other two countries, Burundi and Rwanda. Two issues need to be considered: the risk that oil and gas revenues may be mis-spent and contribute to a weakening of institutions—the ―curse of oil‖—and the likelihood that the two groups of countries will become more dissimilar and hence that a single monetary policy would not be suitable to both.

Tax issues are high on the agenda of African governments. While the commitment to counter deleterious international tax scheming is laudable, in many of the poorest countries in sub-Saharan Africa a similar – and arguably even more imperative – campaign is being waged to achieve efficient collection and administration of domestic tax revenues.
